Carmel Martin

Carmel is Counsel to Senator Jeff Bingaman for education, welfare and children's issues.  Before working for Senator Bingaman, she worked as special counsel to Senator Tom Daschle.  Prior to her work on Capitol Hill, Carmel practiced as a trial attorney for the Civil Rights Division, Educational Opportunities Section at the Department of Justice. She also worked for several years in private practice, where she counseled and represented school districts and Institutions of Higher Education. Carmel graduated with a J.D. and Masters in Public Policy from the University of Texas School of Law and the LBJ School of Public Affairs.

Cacilia Kim

Cacilia is a legislative fellow for education and welfare reauthorization. She graduated from the University of California, Berkeley, with a B.A. in psychology, and went on to get her Ph.D. in developmental psychology and a law degree specializing in child advocacy issues from the University of California, Los Angeles. She joined Senator Bingaman's staff last year.
