HEALTH: The Simulation

Here's how the simulation goes.

Purpose

The purpose of the simulation is to let you work in groups (like Congress does) to reach agreement on which health services the government money should provide.   

Scenario

Pretend you are members of Congress on the Health or Finance Committee, two committees responsible for government health programs. (Senator Bingaman is on both). You have money in the federal budget that you can spend on health care services. Because there is not enough money to pay for all services for all people who need them, you will make choices of health services provided. You will choose which services you will provide. Any services not provided must be purchased by the American people out of pocket or through health insurance.
